Starting with a book that doesn't exist yet, but I want to exist. It's sort of complicated, but about 900 years from now, scientists discover a way for people to live above the clouds. They send up 100 familes and 50 singles to live up there as an experiment. The experiment is successful, but the Scientists aren't ready to release this information, and will do anything to make sure these people never come back to Earth.
100 years after this discovery, the Scientists finish a long term "beautification" process, which requires citizens in half of the countries of the world to become beautified. It's almost like having plastic surgery unwillingly. The Government at this point on Earth is extremely powerful, and can do whatever they want, no matter how immoral it may be. After a rare accident in the process that kills the parents of a girl named Karo, she runs away from the processing factory, and has become one of the most wanted escapees on Earth. Around the same time, a 13-year-old girl named Kora, a direct descendant of the first Cloud Experiments, wants to explore beyond the endless clouds. There are areas around the world called Sky Seas, where there are no clouds whatsoever. If any Cloud Member falls through the Sky Sea, they will be killed, if they survive the fall, by the Scientists. Kora accidentally falls through a nearby Sky Sea and finds Karo hiding out in a cardboard box. Together Kora has to find a way to get back up on the clouds without facing death penalties, and Karo must join her in order to escape the Government forever.

Karo is 11, but looks much younger than her age. For most of her life she had her parents to hide behind, and was very shy. After her parents die, Karo is forced to become stronger on her own, and starts to ponder the mysteries that the Government has hidden from the public. Throughout the story Karo's personality changes dramatically from a shy, tiny little girl to a brave, strong young woman.

Kora is 13, but looks older than her age. Her hair is long and white, and her eyes have become purple over time. Her life was normal on the clouds, but that was the problem. Kora is extremely adventurous, and would do anything for a new lifestyle. Of course her parents are appalled by her thoughts on living on the clouds, and so Kora must fake that she is content with her life. When she falls through the Sky Sea and finds Karo, she is forced to realize that there is such thing as too much adventure, and that reality isn't as prim and proper and normal as it may seem.
